Purdue University North Central and the PNC Center for Economic Development and Research (CEDaR) will present an economic development workshop, "Implementation of Property Tax Caps: a Primer" with Dr. Larry DeBoer, Purdue University professor and extension specialist in Agricultural Economics, on Wednesday, April 28 at 7 p.m. in the Library-Student-Faculty building Assembly Hall, Room 02. The event is free and open to the public and will be of interest to all individuals interested in economic development.
"As many of you know, the Indiana Property Tax Cap Amendment will appear on the November 2010 ballot in our state as a legislatively referred Constitutional amendment," said Dr. James B. Dworkin, PNC chancellor. "We are happy to present this economic development workshop to help explain the basics of this important measure."
DeBoer will discuss the pending decision that voters will make in November on whether to amend the property tax caps into the state's Constitution. The caps place limits on property tax bills and reduce the revenues of many local governments. DeBoer will look at the effects that these caps have had on taxpayers and local government revenues so far and their expected future effects. He also will explore alternate revenue sources which local governments may consider to replace lost property tax revenues.
"We are very fortunate to have someone with Dr. DeBoer's expertise in this area deliver a workshop on such a timely issue" said Dr. Alan Krabbenhoft, dean of the PNC College of Business.
DeBoer is an expert in many areas of state and local government public policy, including government budget and taxing options, issues of property tax assessment, local government revenue options and the fiscal impact of economic development. He has advised the Indiana Legislative Services Agency on tax and finance issues since 1988 and contributes to the annual state revenue forecasts. He also helps maintain a model of the property tax used by the Indiana state legislature to analyze the impacts of assessment and tax policy changes.
His previous activities included leading a 1995-97 study on market value property tax assessment for the Indiana State Board of Tax Commissioners, directing staff work for Gov. Frank O'Bannon's Citizen Commission on Taxation and contributing research to Gov. Mitch Daniels' Commission on Local Government Reform in 2007.
